Author Biographies:
Dr Cathal Doyle is based at Middlesex University School of Law. He has extensive experience in
working with indigenous peoples, assisting them in their engagements with OECD and UN human
rights mechanisms. Cathal has published articles, book chapters, and reports addressing indigenous
peoples’ developmental rights. His PhD thesis focused on free prior & informed consent in the context
of mining in indigenous peoples’ territories.
Jill Cariño is a long-time indigenous Ibaloi activist based in the Cordillera region, Philippines. She is
currently the Convenor of the Philippine Task Force for Indigenous Peoples Rights, a national network
of organizations working with indigenous communities to promote their rights to land, indigenous
knowledge systems, food sovereignty and self-determination.
