** Note: The Nunavut Planning Commission has developed a “one window” internet-based
land use application system called PLANNER (Public Land-use Application, Network
Notification and Environmental Reporter). PLANNER provides links to online application
forms for the various land use permits required by researchers. PLANNER has a multilayered land use GIS that allows researchers to locate their proposed project in relation to
wildlife range (by species and season), harvest areas (by species and season), wildlife special use areas (such as walrus haul-outs, caribou calving grounds, etc.), archaeological sites,
travel routes, cleanup sites, Inuit-owned land, other land uses, and protected areas.

For any research where one is physically entering Labrador Inuit Lands (LIL), a Consent to
Access LIL (issued by the Minister of Lands and Natural Resources) is required. All land
uses in Nunatsiavut requires a permit through the Department of Lands and Natural

In addition, as with any research in Nunatsiavut, NG asks all research proponents to follow
the Nunatsiavut Interim Research Process (dated June 2006). For up to date information on

c) Land Use Conformity Screening:
• All projects in the Kivalliq and North Baffin Planning Regions of Nunavut must conform
to the Kivalliq and North Baffin Regional Land Use Plans. Conformity certificates are
issued by the Nunavut Planning Commission. Research license applications received by
various authorizing agencies (e.g. NRI) are forwarded first to the Nunavut Planning
Commission (NPC) for assessment of conformity to regional land use plans. The NPC
will then forward the application to NIRB for screening.
