• Medical or health-related research must also comply with university, institutional, funding agency, and/or research licensing agency ethical protocols.
2. Land-based Research
a) Nunavut Impact Review Board (NIRB) Screening:
• NIRB screenings are required for all land, freshwater, and marine-based
research. The NIRB is responsible under Article 12.2.2 of the Nunavut Land
Claims Agreement, Nunavut Act, to review the ecosystemic and socioeconomic impacts of project proposals. The current NRI Application form
fulfills the NIRB requirements (researchers need only complete the NRI
application). Researchers do not apply directly to NIRB for project screenings.
NIRB screenings are triggered only when the appropriate research authorizing body (e.g. Nunavut Planning Commission) forwards a research
application to NIRB for screening. Research permits may not be issued for
any project subject to NIRB screening until NIRB screenings are complete.
Screening for any project based in the Kivalliq and North Baffin regions is
initiated only after NIRB receives confirmation from the Nunavut Planning
Commission that the project conforms to the Kivalliq and/or North Baffin
regional land use plans.
Deadline: NIRB will issue screening decisions within 45 days of receiving an
application. For further information on the NIRB process:

b) Land Use Application for Access to Inuit Owned Lands**:
• Researchers need a special access permit to conduct fieldwork on Inuit owned
lands in Nunavut and Nunatsiavut. Contact the appropriate Inuit Association
for the region in which you intend to do your field research to determine
whether field activities fall on Inuit owned lands, and to obtain access permits
applications.
